NORFOLK BOWLS ASSOCIATION

League Constitution (2014)

 

1.             The League shall be called “The Norfolk Bowls Association League”, being a constituent part of Norfolk Bowls Association, subject to any changes to title as a result of a sponsorship deal.

 

2.             Any alteration or change that materially affects the structure of the League and its zones shall be made only at the Annual Meeting or at a Special General Meeting and at such meeting such alteration or change shall be put to the vote by (a) the appointed representatives of the clubs and (b) members of the League Management Committee. Any alteration or change shall require a 67% vote in favour.

 

3.             Teams comprising each zone or any agreed alternative, to be decided by the League Management Committee who reserves the right to make any adjustments as may be deemed necessary from time to time.

 

4.             The affairs of the Norfolk Bowls Association League shall be conducted by the Men’s County President, Men’s Hon County Secretary, and Men’s Hon League Secretary, who shall be elected by the Norfolk Bowls Association, together with a Vice-President, Chairman, Vice-Chairman, and one Representative from each zone of the league, who shall be elected at the Annual General Meeting of the Norfolk Bowls Association League.

 

5.             The League Management Committee shall consist of the President, Vice-President, Chairman, Vice-Chairman, Hon Secretary, Hon County Secretary, and one elected representative from each zone of the league. Five members will form a quorum.  Any Committee Meetings to be called at the discretion of the Secretary.

 

6.             Membership of the league shall be open to all clubs affiliated to the Norfolk Bowls Association.

 

7.             Entry fees to be determined annually by the Norfolk Bowls Association. All entries must be made & entry fees paid to the County Competition Secretary not later than 1st November.

 

8.             Alteration of or additions to, all or any of the foregoing rules, shall be made only at the Annual Meeting or at a Special General Meeting convened for the purpose and four weeks' written notice of the terms of such proposed alteration or addition, which shall also be stated in the notice of business for such meeting, shall be given to the secretary.  All such notices of motion must be submitted by clubs through their honorary secretaries, or by the League Management Committee through the League Secretary.  Basic changes are subject to the acceptance by the Men’s section of the Norfolk Bowls Association.

 

9.             The Annual Meeting of the league shall be held on such a date as shall be fixed by the League Management Committee.  Fourteen days' notice of it and of all General Meetings shall be given.  Recommendations and notices of motion to the Annual General Meeting shall be submitted by the League Management Committee through the League Secretary, or the clubs through their Hon Secretaries.  Every item, which appears on the agenda, shall be discussed and put to the vote.  Members of all clubs may attend any General Meeting and take part in the business, but only their appointed representative, together with the members of the League Management Committee, have the power of voting.

 

10.        At all meetings the chairman shall have the casting vote as well as a deliberate vote.
